Principals
JOHN B. NORRIS, JR., P.E., has over 25 years of professional experience. He served as the Director of Public Works for St. Mary’s County, Maryland for 17 years where he directed budgeting, planning, architectural and engineering design, and construction, inspection and maintenance of St. Mary’s County facilities and equipment. Mr. Norris is a past President of the County Engineers Association of Maryland (CEAM) and has worked very closely with the Maryland Association of Counties (MACO), serving on numerous state-wide committees. He offers an extensive background in Planning, Engineering, Project Management, Construction Knowledge and Claims Administration. DONALD J. OCKER, Property Line Surveyor, brings over 20 years of experience to the firm as a Registered Property Line Surveyor. Mr. Ocker was employed by the St. Mary’s County Department of Public Works where he was responsible for the supervision of the review and the permitting of development projects within St. Mary’s County. Additional responsibilities included formulation of engineering procedures and guidelines for the preparation of construction plans. Mr. Ocker was also the author of the St. Mary’s County Stormwater Management Ordinance and Rules and Regulations. Mr. Ocker is proficient with AASHTO design requirements, Soil Conservation District design guidelines for sediment control and stormwater management design.
BRENICE J. CRISSMAN, Certified Green Professional, is a Civil Engineering graduate of the University of Maryland College Park and has been a Project Engineer with NG&O since 2003, specializing in site development and stormwater management. Ms. Crissman is proficient with Auto Cad and is well-versed in regulations associated with SHA-AASHTO and the MDE Stormwater Management Design Manual, as well as county agency ordinances and applications.
Ms. Crissman has served on the Board for the Chesapeake Water Company, and is currently Vice President of the Board for the Friends of Calvert Cliffs State Park.
